You shall not keep our people in the bondage of ignorance anymore. You both tried to crucify us because we decided to resist the tyranny of corruption.
You guys fostered lawlessness and impunity by giving comfort to those who we simply asked to act in the public interest. To ask this government to investigate itself is ludicrous. On its face, this scandal breaches the following proper procurement procedures:
1. Absence of an RFP or request to tender
2. Absence of a source for the initial tender (i.e. which state agency requested the goods or services)
3. Absence of such RFP in any gazette or government information entity
4. Absent of a bidding process
5. Payment to an “individual” and not the contracting corporate entity
6. Absence of any statement as of May 28, 2009 from the seller despite this matter now being the subject of controversy for more than five days. When contacted they have denied the existence of any such company.
7. Absence of a competitive price vis-a-vis similar products on the market.
8. Absence of any civil servant or government contract officer or process, except the Prime Minister, in the vetting of this deal.
The total absence of any such integrity in this process means that our country can be fleeced with impunity, or is being fleeced. The absence of the same process in the still secret geothermal contract given the Russian backed West Indies Power Company is what we condemned last year. This deal was secretly done too. In future, we shall ask for all such matters to be made public in the gazette or some other information platform of our government. In the past when we condemned corrupt procurement practices in geothermal and aggregate, we were chastised. The chickens are now coming home to roost.
This is the request of the patriots:
1. We need an independent and competent commission of inquiry now and the President of Dominica must support this request for justice to be done, as there will be nothing left of Dominica where we allow this behavior to continue.
2. The Prime Minister and the civil servants involved must provide sworn public testimony on this matter and hand over all the documents involved in this and other no-bid contracts to include the prior contracts with the “Dopwell” person and those involving aggregate and the sales of passport, diplomatic positions, and our geothermal resources. We must leave no stone unturned.
3. We shall also ask the Government to cancel any planned visit by President Chavez as there is now need for all Dominicans to focus on salvaging our country and we do not need any distractions at this time. We cannot afford for this most important issue to be clouded by the exigencies of political campaigning.
As I said earlier, corruption must die for Dominica to survive.
Dr. Liverpool, your office is being copied Sir. I shall make an effort to call your office today and make this call for an independent commission- by phone and in writing. With all due respect Mr. President, and my fellow Dominicans, the Prime Minister cannot investigate himself. Where the points above cannot be rebutted in a legitimate and lawful manner, or where proper explanations given for what has transpired here, there is a fundamental breakdown in the government procurement process and rule of law on Dominica. This must not, cannot, and will not be allowed to continue!
I am also copying this to Ambassador Gregoire today to alert him to what is going on in Dominica.
Let us be firm and focused for a better Dominica at this time.

we need stright and forward thinking ppl like you in dominica.please come back home too help us here in dominica before its much to o late.
how are we going to get the PM to resign? These are the type of questions which need right thinking answers.There is much talk and no action. If action is seen to be taken willingly by the President he can surely act according to his powers. People power, this seems to be the action called for here, and if we are not careful, this can lead to civil war. Those in power are not going to liedown and take the booting out of office, not while milk and honey is being enjoyed by them.Itnter text right here!
In short, Dominica is been governed by gangsters and thieves. If it means a civil war to bring some sanity to this outrageous and reckless government then, so be it. Dominicans need to rise up and remember BAla and Congoree.
We need to take back our country from this little boy and his band of stupified stoogees before it is too late. Now before Dominica becomes the next Haiti of the World. We are already been slowly displaced by the Chinese and the Haitians. It is time to take back our country before it is forever too late.
