Let us now examine exactly what happened with the calculation and payment of the refund

Act of trickery and deception # 1

We must recall first of all that the letter promising the refund did not come from Andre Dopwell… it came from the Blackberry of Skerrit’s political advisor Hartley Henry in Barbados.

It was agreed that the refund would be calculated based on a specific formula. It was not.

Andre Dopwell received the state’s garbage bin money into his personal account at the Susquehana Patriot Bank in Pottstown Pennsylvania but the refund came from a local operative of the Roosevelt Skerrit cabal. Dopwell did not refund one red cent.


The refund was promised within 14 working days… it took over 100 days with no explanation at all… Act of trickery and deception # 4

Let’s look at the refund numbers:


The numbers in column 2 (ORDERED 2700) were communicated to the Cabinet Secretary in a letter from Andre Dopwell dated July 29th, 2009. The adjustments in column 3 (SHIPPED 2192) are as follows:

  1. Total container cost – 2192 bins x US$14.49 per
  2. Freight/Insurance – 2 forty foot containers at US$6,000 per
  3. 10% Service Charge

In calculating the refund, the conspirators inflated the cost of the bins by 95,262.45 (they even forgot that only 2192 bins were shipped so they actually charged for the 508 bins they did not ship)… they inflated the cost of shipping 2 forty foot containers by 48,382.55 and they inflated the agreed service charge by 49,807.70 – a total of 193,452.70 looted from the people’s treasury in broad day light

The evidence suggests that these refund numbers were cooked up by Colin Mc Intyre in consultation with his brother Andre Dopwell who initially agreed to use Logistical Supply Solutions INC as a facility for the conspirators in government to siphon over 600 thousand dollars of the people’s money into private hands.

Dopwell, it appears, did not share in the loot and so he did not pay the refund either… all he was concerned about was not getting stuck with paying the taxes on the profits of over 173 thousand US dollars (approximately 470 thousand EC dollars) from the fertilizer and garbage bin transactions recorded in the books of his company but which did not stay in his company’s account. The evidence suggests that Dopwell was merely helping out his brother and his brother’s colleagues in Government.

This, mark you, is the same Colin McIntyre who had nothing to do with the Dopwell fertilizer and garbage bin deals according to Roosevelt Skerrit in that now infamous June 2nd, 2009 speech written for him by Tony Astaphan and Hartley Henry:

“It has been said that Mr. Andre Dopwell of Logistical Solution Company INC is the half brother of Hon. Dr. John Colin Mc Intyre. This is so… I have spoken to the Hon. Minister and he has also written to me… The facts are that Minister Mc Intyre had and has no involvement whatsoever wit Logistical Supply Solutions INC; never dealt with Andre Dopwell regarding the supply of the bins or any other commodity and never used his office as a minister to secure a personal gain for himself, Andre Dopwell or Logistical Supply Solutions INC.”

Colin McIntyre reported back to Skerrit on progress with the refund calculation and Skerrit brought attorney Stephen Isidore into the loop. First, Isidore helped to help craft the refund letter to the Cabinet Secretary which Dopwell agreed to sign and then he moved on to the more important assignment.

With no evidence that he received any money from Dopwell, Isidore arranged for the transfer of the refund amount to the Caribbean Union Bank account of Antiguan Attorney Radford Hill who then arranged for Barbadian QC Roger Forde to make the payment to the Treasury in Dominica on August 31st, 2009 by way of a cheque drawn on the Bank of America in the amount of US$156,568.23.

Isidore claimed to be the attorney for Dopwell, but there is no evidence of any instructions or communications from Dopwell in that regard. More importantly perhaps, Dopwell’s attorney according to his letter to the Cabinet Secretary was Roger Forde to whom Radford Hill passed the refund instructions he received from Isidore. So that according to the Isidore version of the story all three attorneys involved in the refund saga represented Dopwell. The government was on its own.

Small wonder then that it was too simple a matter to have Isidore allegedly acting on behalf of Dopwell, receive Dopwell’s refund money and pay it to the Government’s treasury – a stone’s throw away from his office… Alternatively, Dopwell could have sent the refund directly to Roger Forde his attorney of record. But even that was not complicated enough. Somehow it made more sense for Isidore operating from Great Marlborough Street to move the money through two overseas lawyers before a Bank of America cheque could get to the Treasury on Hillsborough Street.

It is no secret that the Skerrit administration paid 275,909.98 U-S dollars by wire transfer into Dopwell’s personal account number 5300752184 at the Susquehana Patriot Bank in Pottstown Pennsylvania on May 9th, 2008. If Dopwell agreed there was an overpayment into that account why was the overpaid amount not wired back, returned or refunded to sender from the same account?

Dopwell did not pay the refund. Stephen Isidore did. The question for law enforcement is whose money did he use to pay the refund and why?

The evidence is clear that the controversial garbage bin refund is 193,452.70 EC dollars short and the law enforcement agencies must ensure that justice is done in the public interest.

For the avoidance of doubt, the evidence confirms that this was no mistake. Like the original garbage bin fiasco it attempted to correct, this was a blatant act of fraud deliberately designed to steal the people’s money.

I hope and pray that this outrageous act of theft of the people’s money will be prosecuted accordingly.

THis is investigative journalism at it’s very best, the care and attention that has gone into this self evident crookery is laid befrore all, to the guilty I have but one thing to say “be sure your sins will find you out” and never take anything for granted, for that is merely the ostrich syndrome which all those who live in ivory towers adopt.

Keep your head down say nothing and it will all go away, BIG MISTAKE even the red clinicites are begining to see and realise that this sort of crooked behaviour has to stop, this administration is so corrupt and they believe that the power of money and position will save them them,

To them I say read modern history, in EVERY case they loose at the end of the day, Papa Doc, Marcos, to name but two of the many who attempted through abuse of power to self enrich syas it all really does it not, God may forgive them at the great day of the expiation of sins but Dominicans will not.
